Spain (ES), Italy (IT), France (FR), The Netherlands (NL), Belgium (BE), Austria (AT), Cyprus (CY), Finland (FI), Greece (GR), Luxemburg (LU), Portugal (PT), Slovenia (SI); Czech Republic (CZ), Estonia (EE), Latvia (LV), Lithuania (LT), Hungary (HU), Poland (PL), Romania (RO) and Slovakia (SK); Denmark (DK) and Sweden (SE). Changes for the variables on the x-axis are the difference between 2004–08 and 1998–2003 averages. The expenditure on direct-job creation and out-of work income maintenance and support are intended as a percentage of GDP. The results are not presented for the all 23 EU countries, depending on data coverage and availability. The figure fits a linear regression line.
