The transition matrix should be interpreted as follows. Each cell of the matrix reports the percentage of individuals that before the reform chose the work alternative corresponding to the “choice” line and after the reform choose the work alternative corresponding to the “prediction” column. Figures in the diagonal report the percentage of individuals that did not change behavior with the reform.
